Vermont legislators introduce four carbon pricing proposals

Four proposals to price carbon emissions and simultaneously boost the economy have been introduced in Vermont. The bills vary in how they would allocate revenue from a carbon price and the key provisions are included below along with a link to the bill.

H.528: Would double the earned income tax credit for low-income Vermont residents, while exempting businesses earning $400,000 or less from paying income tax.

H.531: Would establish a carbon pollution fee in Vermont and return revenue to state residents.

H.532: Would replace statewide education tax revenue with a fee on carbon dioxide pollution.

H.533: Would eliminate Vermont’s sales and use tax and replace with a carbon fee on corporations.
