|The National Caucus of Environmental Legislators' participants are taking the lead to address climate change during this year's legislative sessions. NCEL has compiled a list of states that have already taken action to address climate change, along with a look at legislation introduced in 2007. The list includes: targets for greenhouse gas emissions, many that are similar to California's landmark legislation setting limits at 1990 levels by 2020; climate change commissions or executive branch climate advisory groups; renewable portfolio standards; states that have or plan to adopt California's emissions standards for cars and light trucks, which will include a greenhouse gas standard for model year 2009; and, regional cap-and-trade programs.
There are many other actions being taken by states to address climate change that are not included in this list, such as setting energy efficiency standards for products and buildings, creating greenhouse gas registries, developing state climate action plans, and encouraging carbon sequestration.
